Set up a system of equations.
l=4w
2l+2w=110

Substitute l in to the second equation.
2(4w)+2w=110
8w+2w=110
10w=110
w=11

Substitute w back into the first equation.
l=4(11)=44

So, the length is 44 feet and the width is 11 feet.

Hope this helped!
