There are actually a lot of powers that they share but the main two are:
Collect taxes and make and enforce laws

The other powers (for bonuses) are: borrowing money, spend money for general welfare, charter banks, build roads, establish courts.

These powers that they shared are called Concurrent and Reserved powers.
