What Colleen did first:         a / -3  =  8

Multiply each side by  -3 :    a        = -24    <= now we know integer 'a'


What she did next:                8 / b  =  -4

Multiply each side by  'b' :    8       =  -4 b
Divide each side by  -4 :     -2       =      b  <== now we know integer 'b'

The quotient  a / b  =  -24 / -2  =  12
