Command-and-control policies do differ from incentive systems. Command and control is more of a dictator system. There are rules, laws and policies in place that tell you what to do at all times. There are also punishments outlined in these policies. The incentive system allows for more personal choice. Based on the incentive, a person can decide whether it is worth doing the requested behavior and not.
