This is a tricky question to answer due to the fact that it is possible to simply move a file without copying it.  I make mods for PC games and when I move my packages in File Explorer, I don't usually have to copy it. Although, I sure it is different depending on the computer make and model. In this case, however, I believe the answer is true.
