A slowly moving ship can have a greater momentum than a fast-moving racing car when its mass times velocity is greater than that of the car. As you know, momentum is  a mass in motion and it consists of mass x velocity. So ship can have a greater momentum only if its velocity is greater too.

Hope that helps!
