Answer: On the whole, yes. He ruled Spain from 1556–98. He also ruled the Spanish Netherlands, which revolted, and the Kingdom of Naples and the Two Sicilies.

Explanation:

Philip was vain, bigoted, and ambitious. In his administration of public affairs he seemed to have but two objects in view, to augment Spanish power, and to cause his own religious creed to be universally accepted.
