Federalism requires that power be shared between different levels of government...in this case a central national government and smaller state governments. This idea of shared powers is a continuation of the ideas of Montesquieu where power is separated and divided to avoid tyranny. Federalism is implied in the original constitution, but spelled out in the bill of rights.... specifically the 10th amnedment.
