Why would a manager dump a potentially hazardous waste into a river

Um I don't really know what you mean by this. But maybe because they don't know what they are doing. And/or they are just to lazy to get rid of it the right way. Why kill nature like come on manager.

People have the option to do so, if they don't get caught that is. But the more likely reason is because people have too much build up of toxic waste inside the facility and need some way to dispose of it
