D. 66 because the rate of cars washed per hour is 6 so you multiply 11 by 6 to get 66, hope this helped explain it a little

How and Why- first you have to find out the unit rate which is how many cars they do in one hour. So you divide 18 and 6 which is 3. Now you just simply multiply 6 and 11. Which is 66.
