Eh it's very simple

Use the laws of exponents.

[tex](2^{5} \times 2^{ - 3}) \div (2^{3}) ^{2} [/tex]

Then further simplify to

[tex]2 ^{5 - 3} \div 2^{3 \times 2} [/tex]

Then it becomes

[tex]2^{2} \div 2^{6} [/tex]

Final answer is

[tex]2^{2} \div 2 ^{6} = 2^{ - 4} [/tex]
