There is no solution when the two lines are parallel. (remember that a solution is where the two lines intersect. Parallel lines never intersect)

The first equation in slope intercept form is :
y = -3x - 2

The second equation must have the same slope but different intercept. So the slope must be -3

The third choice has a slope of -3. And it's intercept is different. So, the answer is C.
