In a solid the atoms are closely packed , vibrate but remain in a fixed position. In a gas the atoms are moving fast and fill any space they are contained in.
Reason: Liquid is that form of matter in which the atoms are Closely Packed but still can move on. It is because the Interparticle Forces of Attraction between the Particles of Liquid are Moderate.
