The graph is moved 8 spaces to the left, so the turning point will be at (-8, 0).

When transforming functions, anything that is done inside the bracket affects the x axis, so f(x + 8) causes the graph to be translated in the x axis. It is translated to the left because it’s f(x + 8) and not f(x - 8).
