The quorum is the number of sentinels that need to agree the fact that the master is not reachable and make a failover procedure promoting slave to master.
The quorum is used to detect the failure only. Actually, in order to perform a failover, one of the sentinels need to be elected leader and be authorized to proceed. This can only happen when there is a vote of the majority of the Sentinel processes.
