The answer is "TRUE" since the District Court is the first to hear federal cases. It is the lower level in the federal system and it has original jurisdiction over most cases. No appellations are treated in this court. The next level in the law system is Courts of Appeal which strictly appellate. The last and highest level is the Supreme Court whose jurisdiction is limited to some cases only, and it is placed in Whashington D.C.
