Division and sharing of power between State and National governments is a system of governemnt called Federalism. Through this system, power is divided between a central government and regional ones. This is stated in the US Constitution as "necessary and proper" so States can have the power to control and decide on issues independently.

On the ohter hand, both governements work together and cooperatively in and for some issues together with the US Supreme Court.
