y = 2x+3

slope is 2

m=2 on the parallel line

point slope form of a line

y-y1 =m(x-x1)

y--1 = 2(x--1)

y+1 = 2(x+1)

distribute

y+1 = 2x+2

subtract 1 from each side

y = 2x+1
