i Believe the answer is: The government discouraged competition by determining prices, wages, and products.

At that time, the soviet union adopted a communism form of government, which gave the government with the power to determine the type of product and the prices that must be produced by citizens. Because of this, the soviet government could mandated all companies to focus their production on heavy industry, which make it able to grow very quicky
